Bannon has been preaching this ideology for years, especially throughout the tea party movement era, and was so passionate about it he got heavily involved and rose the ranks at Breitbart. He was chosen as an expert political strategist for Trump based on merit and the views he holds. Kushner, by contrast, was largely apolitical before Trump's campaign, and the politics that he did keep was for the Democrats. Kushner came into politics and into the Administration out of necessity and nepotism, rather than passion and merit. It's also pretty evident that Kushner is leading the so-called "Democrat faction" or the White House, against Bannon's faction that rests on the platform Trump ran on.
