Ordering a strike would aid Israel in their conflict with Syria, hence the Neocon pro-Israel shill (also the risk of antagonising Russia). Also it would be in direct conflict with his previous views about Syrian intervention. Not ordering a strike would prolong the Russian-puppet narrative the mainstream media's been pushing, hence the Russian shill.

This was all set in motion long ago. The reason why we keep toppling stable middle eastern dictators is because it serves Israel's interests if all its neighbors are neutralized.
