Um, there is also Kansas City, Kansas. The city is on both sides of the river, just like St Louis.

Its between the two states, on a river. Becasue rivers used to mean transportation, so the city was built there. Then, years later, the river was used as the state line becasue it was easy, gave both states access to water, and both states access to the city.

Then the city slowly expanded in MO's direction.
