They have big physical books of decryption keys on site. If they ever suspect that the book has been compromised somehow they physically replace the books. It's never transmitted.

if the website doesn't work,
use the TorBrowser and modify the torrc file - in that file somewhere add the line:
ExitNodes {RU}
That will force the browser to use a RU IP address.
Then it should work.
