Why is anyone surprised? NY had the cheapest college tuition in the nation for residents for a very long time. $3000-5000 a year tuition at most City/State of NY Universities.
They already take most people, if anything I actually feel they're a little more selective (at least the better ones) than shitty private colleges going for $30-50k/yr that have no reason to exist (St. Johns/St. Francis/Pace/Manhattan Colleges)
