This desu there hasn't been a war ww2 for example where we were spending tons of money on the actual equipment to fight the war. This is mostly upkeep doesn't mean not a strong military but its mostly paying for the upkeep.

and as it was argued in other posts, nukes alone won't win any wars, they're more of a deterrent factor that can lead to MAD, but after their use it'd be stalemate or conventional warfare.
