Not too long ago you could pick up Ferret armored cars for 30K. Tack on another 20K for a decent class 3 belt fed machine fun and that is pretty hefty firepower in a civilian legal package. Hell, you could get a BTR or BDRM plus a semi-auto belt fed .50 BMG for about half of that. Tanks are easily purchased, but the main guns will be deactivated so you are probably better off with a tier-1 or tier-2 armored car plus a good main armament.

Solid projectiles don't fall under any special regulation at the federal level, but there aren't a lot of companies out there making 76mm HVAPDS, which pushes the prices up. For explosive rounds, there is also a $200 per round tax (each round of ammunition is registered as a separate 'destructive device'), but that is a drop in the bucket.
