The US could not handle even a small percentage of it's population if it revolted. They could not win a guerrilla war against themselves and much of the military would defect. It would make the American government look weak as well.

Not too long ago you could pick up Ferret armored cars for 30K. Tack on another 20K for a decent class 3 belt fed machine fun and that is pretty hefty firepower in a civilian legal package. Hell, you could get a BTR or BDRM plus a semi-auto belt fed .50 BMG for about half of that. Tanks are easily purchased, but the main guns will be deactivated so you are probably better off with a tier-1 or tier-2 armored car plus a good main armament.

Solid projectiles don't fall under any special regulation at the federal level, but there aren't a lot of companies out there making 76mm HVAPDS, which pushes the prices up. For explosive rounds, there is also a $200 per round tax (each round of ammunition is registered as a separate 'destructive device'), but that is a drop in the bucket.
