They have one long-range submarine with about a 10,000 km range but it was built over 60 years ago, their blue water navy is quite limited, and they have no long-range air power.

That being said they could fuck up Seoul, and possibly strike terror into Japan by launching attacks on them, but there's no way they could mark the USA, except maybe by supporting terrorists or sneaking in a weapon. They can launch an ICBM theoretically, as they can launch a satellite so they claim, but maybe that's why we're on such a war stance now.
