The art style of Sheela is certainly pre-Christian Celtic La Tene, as is the style of most of British Isle's sculptures (pic related).
IMO, like the Green Man, it's probably some sort of remnant of a pagan deity re-imagined in Christianity. Sheelas were often found on nunneries so perhaps a warning against whoring. Also the concept of "fighting evil with evil", similar to the Medusa head, or other charms against evil spirits/demons.
