If I heard correctly last callsign was Superbowl, otherwise SKYKING repeated multiple times might mean nuclear alert / war according to a unique source on the internet. Really that sounds more like a numbers station for spies.

you can make a USB receiver for this frequency only very small and easy to use, for numbers stations, the spies have a one time usage pad full of numbers and letters to decipher the broadcast messages. If the code is truly random it can be unbreakable as long as the enemy doesn't capture one of these pads. If it's compromised just replace pads like these :
