There are tons of pitfalls in this
1) Must complete in 2 years or 4 years depending on degree
2) Must live in NY for as many years after you graduate - 4 year degree, 4 years of living in NY after
3) must be full time
Any violations of this, and these "grants" become loans. So, if you are 3.5 years into degree, and something happens that derails you, you are now on the hook for the full price. This will only really work for kids whose parents can support them, and never fail a class.
This is going to make banks and colleges money, and leave countless kids in financial ruins.

The total cost for CUNY Hunter College is $6,782 a year. SUNY Binghamton is $6,470 a year. Community Colleges are $4,800 a year.
