Check out 'Khartoum'. Mostly forgotten historical epic, from an era that had many. Story has a LOT of parallels to the current situation with regards to Syria, ISIS and al-Baghdadi specifically. Makes you wish we had a modern day equivalent of Charlton Heston's character.

It was more of a WW2 - post ww2 phrasing that the United States was unified in it's effort. So you'll see it on movies and propaganda from around that time, but not much else. If I had to guess I'd say that it was a phrase approved by the War Department for use.
