Anonymous drug trade worked really well on it and still works if you take all the necessary precautions and security.

You are more in danger of other users than the government. Tor network is pretty much a free market, where you can get everything you want and earn money by bit coins. Using it for other stuff is pointless. Tor network is not less safe than real internet, sure you have less "protection" but no one hacks a random computer, because why bother?

P.S: It is also there for piracy, but we have that on "normie web" as well.

Running a TOR node for a single individual is extremely taxing. They risk serious life-ending shit from their ISP, from the police, a significant broadband bill, with no reward.

Meanwhile, running a thousand TOR nodes would be a piss in the sea for any intelligence agency.

Hence, it's almost certain that it's almost fully run by intelligence agencies by now.

The only point left to make is that they can't reveal this, so they can't directly use what's found in regular police trials.
