anything works as long as you have a few people in control and a lot of people arguing between each other.
i could invent a political system called popsicles. in which all men must carry with them a small wooden stick and all women must carry slightly smaller wooden stick.
they would spent 5000 years fighting over the length of their sticks while i collect taxes and rule from above without anyone paying any attention to me. nobody would even stop to ask about the sticks or what they are used for. people are just stupid monkeys who want what the other monkey has.

Fascism is a tool used to combat cultural decline brought on by Marxism/Communism and can be enacted, deployed in many ways. At this it is very effective and important. Some could say inevitable. But, as a long-term system, it is very unstable.
