He could have done it. If he drove on the right side of the road, picked up speed and approach the flooded part head on at an angle against the direction of flowing. With enough speed he might have succeeded. I have crossed rivers on my bike. You just have to steer left (in this case) before hitting the water and you cross following an oblique trajectory.
