Top generals have been insisting for years that if North Korea launched a missile at the United States, the U.S military would be able to shoot it down.
But that is a highly questionable assertion, according to independent scientists and government investigators.
In making it, the generals fail to acknowledge huge questions about the effectiveness of the $40 billion missile defense system they rely on to stop a potential nuclear-armed ballistic missile fired by North Korean or Iran, according to a series of outside reviews.
"They are leading political leaders to believe that they have a military capability that they don't, in fact, have," says physicist David Wright, who has studied the program for years as co-director of the Global Security Program at the Union of Concerned Scientists.

NK doesn't have the miniaturized nuclear warheads necessary to load them onto missiles. They have between 10 and 16 nuclear devices, all of which are huge and would need to be delivered by plane. The US's defenses in SK, Japan, and the US have no issues with shooting down NK's 1960's aircraft. NK knows this, which is why they aren't making credible threats yet. It shouldn't be surprising that the US would have trouble shooting down the missiles which NK is trying to develop - the whole point of NK's missile program is to make nuclear devices which they can actually deliver to their target.

The last time that the US put real pressure on the Kim dynasty was in 1994 during the Clinton years. The US made it known to NK that they would conduct military strikes on NK if it was suspected that they were close to developing nuclear weapons. This led the Kim dynasty to ask for negotiations, which ultimately led to the Agreed Framework. This was the last time we had successful diplomacy with NK. Since then, we've had two administrations which have taken a passive stance on NK, and gotten nothing done as a result. The Trump administration probably figures that NK's primary goal is the preservation of their dynasty, and that making similar, credible threats if NK gets close to developing nuclear ICBMs (which NK has clearly stated they intend to use) will lead them to the negotiating table again. From there, they can work out what concessions to give NK in return for ending their nuclear program.
