In Israel there are several big mob families and many small ones with a total revenue of billions a year, that mob is in addition to the legal mafia by the state (no exaggeration).
99% of the mobsters are Morrocan Jews. They deal mostly with drugs prostitution and protection.

Not necessarily. A gov't can still do a lot of illegitimate things. It's just easier to get away with them because they're the government. Also, marrying of organized crime with legitimate government was always the main goal of the Jewish and Sicilian mafias. They groomed their children to be politicians.
