National Socialism is a set of political beliefs, so yes. It can be more difficult to set up a vision for what the world would be like if you are mixed race (because NatSoc emphasizes living around one's own race) but I've always held the belief that members of other races could coexist around whites so long as they are intellegent and willing to assimilate. Along with that, miscengation could refrain from having children of their own and raise the purer race. If you are implying you're a race of something else besides white though, ideally, you'd create a NatSoc government amoung your own race.
