There were likely antifa throwing explosives/fireworks that weren't law enforcement munitions, but the footage in the OP video clearly provides evidence that at least several antifa possessed and used law enforcement munitions.
It's not impossible for civilians to acquire this stuff, but if the antifa who used these things were actually cops, it absolutely explains why the cops were told to stand down.

You can purchase smoke grenades online for cheap - people use them for paintball. Also, mil-spec m18 smoke grenades aren't impossible to get your hands on (several YouTube people have had them in videos), so even if they were using something that powerful, this doesn't necessarily imply police involvement.
Also, he basically asserts that because the explosions at Berkeley had a smoke plume, they must be police stun grenades, because m80s don't leave smoke. This isn't entirely fair; in some videos on YouTube of m80s exploding, they do leave smoke: youtube.com
