You'd have to start with the shooter, first of all. Does he have any ties to any extremist groups? Who was he in contact with in the last 2-3 months before the shooting happened? Any shady individuals?

I just found a brief time line of the shooting and the pg&e employee was the first man killed. which means it could have been an assassination made to look like a shooting spree.
