The Europeans powers sunk such an absolute fortune into modern, state-of-the-art Navies, the ultimate costs of which made them, once the war finally began, literally too expensive to even risk using against their enemies.
They were ready to fight the last war, just in time for the next war. The US Navy is similar, I would argue. These ships are ultimately going to be too expensive to risk in the next war.
