They are "the beautiful ones" as predicted in the Behavioral Sink experiment. They're medically healthy but psychologically empty entities. You could say they have had their souls bred out of them, but that would imply you believe in souls.
Suffering is the fire that tempers the steel of the human heart. They have none, and no elbow room on top of that.
If you had to work for nearly all of your waking hours for corporations that give nearly no shits about you, you would probably be depressed too. Children barely see their fathers, they rarely pay you for overtime (Which happens nearly every day), and nothing in their culture allows for the development of the spirit or hobby other than very small holidays/celebrations.
Being a NEET is pretty much the only way to be happy in Japan. It's the only way to freedom other than being high in the corporate ladder and abusing your workers.

Their society has always been heavily restricted. In the modern world that means everyone is held to retarded standards of work that leave no time for any happiness.
They're starting to break some of the restrictions in all of the wrong ways as of late. Women are bucking the trend of becomeing stay at home mothers and controlling everything fromt eh children tot he finances in lieu of getting jobs and ditchign the idea of family altogether.
Men are ignoring the social pressure to get a job and provide for a family instead opting to devote themselves to a sedentary life of anime and video games.
I think Japan is just in a very weird flux phase right now where everyone is making changes and seeing how they work out. As we all know, they're not working at all for the moment. Give it 10-20 years and they'll stabilize into a decent society again.

Mental illness and issues with depression, stress, anxiety are ignored in Asian countries. You save face and keep that to yourself. Not being able to properly acknowledge your suffering, even getting help for minor problems, causes a downward spiral. It's a heavily shame-based society and people off themselves because they are left with no other options.
They should return to agricultural lifestyle, and drop the western ways they adopted after wwii.
