France is the dark side of civic nationalism. In civic nationalism since anyone can be """french""" if they have certain traits like speaking french and other shit it makes people wonder why some people don't try to become french.

To be completely fair, while what you are saying about the sort of "default" attachment of Brittany and the Basque country, or the swinging possession of Corsica, there have been more action taken towards preservation of regional languages in the last two decades. It isn't that much yet but their official recognition and their growing presence in specialized schools is a fairly good sign in that regard.
That said the damage of post-WW2 uniformization and centralization might be irreversible already.
