Do you want to take a digger under those areas (some at the bottom of the ocean where submarines can't even go because of the pressure). You want to try getting the machinery down there, working and moving the sediment layers that will just reform as you move it? It's like lifting sand up through a sieve. There's no global conspiracy in regards to excavating the sea floor, it's just a very hard task and we don't have the equipment to do so yet. Maybe in a few years time but not yet, the best we've got is drills for oil but that kind of equipment cannot shift large areas of sediment/rock and it risks destroying/burying further any artifacts.
