Where were the content plans before net neutrality? They didn't fucking exist. Why was it that this started after netflix rose to prominence? Don't even think about linking pic related because it has proven to be propaganda released by pro-NN groups with no basis in reality.
Netflix accounts for almost HALF of bandwidth usage in the US, which rose up out of nowhere less than a decade ago. That bandwidth isn't free, it requires upgrades in infrastructure, which means higher costs that get passed onto consumers. When ISPs asked Netflix to contribute to better network infrastructure, the threw a fit and lobbied for net neutrality laws.
With net neutrality in effect, ISPs are stuck with the bill, which gets passed to the consumer, which means that NON-NETFLIX SUBSCRIBERS are subsidizing Netflix.

I agree with you though. Tiered internet is bad business practice, which is why no ISP has ever done it, or planned to implement it, regardless of what pro-NN lobbyists would say. NN is a SPECIFIC to netflix, and it always has been. It has nothing to do with tiered internet, which was simply a PR campaign.
All of this doesn't even begin to address the problems NN causes as ISP infrastructure decentralizes, which is the real worry 10-20 years from now. NN solidifies ISP oligopoly and restricts small scale players from entry. In 20 years you'll have the technology to be your own ISP, but you won't be able to because of the barriers and bureaucracy of being identified as one.

It's called paid peering. It's an industry standard practice when a peering connection benefits one party more than the other. Netflix is now paying with the rest of them, and has installed content servers at many of their data centers. In other words, it worked itself out by itself. No need for additional laws.

Before NN, I could put a relatively cheap radio onto the roof of my house and provide high speed internet to everyone in my community for cheaper and faster than your average provider. Many people in fact did this. Sometimes not even as a business. It was common to purchase a direct connection from a backbone provider, and then sell it to those in your town/neighborhood in order to subsidize your own internet costs. Basically as a way to get free internet. It's not so simple anymore.
But this raises all kinds of questions for the future. Right now (without regulation) you could setup a WISP (wireless internet service provider) that reaches a regional userbase and out compete the big ISPs handily. In 20 years, anyone will be able to do it with basic equipment. WISPs are a huge threat to traditional ISPs that have invested BILLIONS in wired infrastructure across the continental US and in many cases have not received a return on investment. It is in their interest to make sure that the wired broadband paradigm remains in order to make good on their infrastructure investments. NN only helps them in this way.

That's not how it works. Many websites with conflicting views are running over the same peering connections.
Basically the only services that might get throttled are ones that deliver insane amounts of bandwidth and don't want to do paid peering connections like everyone else (google, facebook, microspft, akamai, etc).
