Not exactly no. It is available to repent outside of confession if one repents in contrition (with sorrow). To absolve it entirely it should be brought to confession however as we are of the Body of Christ and so our sins both are offenses to God and to one another. To absolve us of both we must confess it to God and to our fellow man. Priests are those experts who stand in to help you through this.

Papal Infallibility is not a passive trait of the pope but a power that the office can exercise and one that can only be exercised when also supported by the rest of the magisterial offices.
It is commonly exercised during canonization but has only been exercised to espouse doctrine twice in the history of successors of St. Peter.
You should defend what is true and good and if your brother falls away from that you should contend it.
