The argument isn't that the US can't afford the wall, it's that the wall is not only quite expensive on it's own in building costs, but there is also legal costs to get all the land, enviromental concerns about the Rio Grande. And there will be millions and millions in maintenance costs every year, and as with most construction projects the maintence will rise the older it gets, how long is it even expected to stand? With the way US politics switch back and forth it's hard to tell, the next democratic president in 4-8 years might campaign on defunding it, or even still in 10-20 years.

There's also the concern if it will even alleviate the issue of illegal immigration enough for it to be worth the price in the first place, it might even be more cost effective to spend the billions on other projects/departments that halt illegal immigration more effectively.

I voted for Trump (ignore the flag), but I'd much prefer we use drones or other electronic monitoring systems along with increased border patrol, ICE, and draconian penalties for employing illegal immigrant labor. Simply because, as you pointed out, many areas such as the Rio Grande Valley are important animal migration zones and building a physical wall would mess up the ecosystems.

Illegal immigrants cost the US 84 billion dollars annually just in unpaid taxes. Three months' worth builds the wall, nine months maintains it.

It isn't just concrete, just plopping down a concrete block wouldn't even be effective, it's soil degradation and harsh climate, especially with the harsh rain periods. Much of the border is just sand or loose rock. You'd need a steady concrete foundation which is further costs and maintence. The wall would probably also need some electronic additions, like camera or sensors like Israels wall, that's even further infrastructure and maintence, patrol cars need roads along the border, watchtowers etc.

It's not as simple as just pouring concrete.
