In Hitler's rise to power after his failed Beer Hall Putsch he realized that he needed to court the support of the Church and the Military in order to be successful, basing this off of the failures he saw of the government in Vienna during his years there.
This is simply one of those appeals to the Church in order to sucker them (like he also did to the military) onto his side. It is especially obvious because of the date, the Beer Hall Putsch happened in 1923.
