Canada is ripe for a populist movement. If a party with a strong leader arose and ran on a platform something like this, they would go very far:

I've heard truly bizarre things from conservative and liberal alike, that Canadians don't want to do certain jobs, that companies struggle to hire people. This is always a means to excuse our universities being pumped full of international students, or our foreign recruitment. Is it not possible to recruit here? Is it not possible to train Canadians at our many supposedly world class universities?

If the people who live here don't want to do certain jobs, perhaps the wages are too low. Perhaps importing loads of people from countries where CAD goes a long way contributes to keeping that wage low.

If economics were the reason people stopped having so many children, this might work. I think it is more a personal choice that is actionable because of the proliferation of birth control, and perhaps influenced by a culture in which the family has receded from prominence as an institution.

However, I'm not sure it is absolutely necessary to have a constantly growing population, nor do I think we necessarily need many more people. Perhaps if people spread more evenly.

Why would they choose Quebec? As another user noted earlier, bilingualism could be abolished leaving it up the provinces to decide and Quebec could then decide that all children must go to french schools, even anglo children.
