What is considered as outside of city center? How long does it take to travel city center with metro from such places.

in general it is a hell of a lot, for the city center I believe it's become kind of standard. The city is small though, I live technically outside it on the south side and pay 6k for 3 rooms and a balcony, and it only takes 12 minutes to get to the central station. Only the properly rich live inside the city limits now, but fortunately it doesn't take long to travel in from suburbs
What are you rambling about? Market prices when renting is not allowed, there is no difference in price. Literally the only thing you need to live in the city is that your parents put you in the housing queue.
