I think certain parts still could if the USA were ever to balkanise. Texas for instance, maybe New England or the Appalachians. I think the USA as a unified whole will never manage it even if it was 100% white because the origins of the populations and the geographies in the USA are too diverse to create a single Yank ethnicity.
