The IRA sort of did a similar thing. They always knew that if they were up at court they would never find a solicitor who would ever adequately defend them. So what they did was start putting their own people through university to literally have a team of solicitors at their beck and call. After that they started to put people through to be doctors and chemists etc.
While they didn't actually build their own universities they did the best with what they had available and look at them. They're like a first world Viet Cong.
