The point is, those people are a result of what happened to mankind during and after World War III. They're the result of people who said ENOUGH.

This is the only thing I disagree with. The high-ranking officials may quarters in more central locations and that kind of stuff, but it never seems to go beyond that. The high-ranking officials in Starfleet don't seem to have bigger/more luxurious apartments on Earth or anything like that.
Other than that, the federation is clearly a meritocracy. Starfleet officers may not be wealthier than others, but prestige seems to dictate everything, that's why people even want to join Starfleet when they could just live off of federation welfare.
