Help change the culture. It's not really a gun problem, it's a "people who really want to shoot other people" problem. Form allies and don't go some traditionally racist route that others here may suggest. There are plenty of black people there who legitimately want to fix it and aren't just blaming whitey. They aren't just armchair activists who only tweet about things like most white liberals. They are involved in the community and sometimes will even put themselves in danger. There was one community group that would try to help settle "beef" between people before things got violent.
