I used to live there when I was a wee baby. The economy was dying even then. It's much, much worse now with the steel mills and coal mines barely making it.
It is also very mountainous and snow is ridiculous. Better have good breaks on your car and be ready to reenact the Donner Party every winter.
That said, if you don't need a job and can buy some property away from the decaying urban areas, it can be very nice. There's plenty of parks around, gambling is close, and the Wheeling Zoo is awesome for kids. Plus, Coleman's Fish is great.

I payed less for my house. Neighbors not attached. Several acres. Miles of woods behind me with wildlife. Larger home with more bedrooms and bathrooms. Only a few miles from anything I could need (walmart ect). Not many jobs but with no mortgage it isn't a big deal. It can be a little warm during the summer though. Virginia BTFO.
