Border patrol likes having space between the bars since it means they can see through to tell if someone is coming.
The main purpose of the wall is to keep vehicles from coming over, so you don't have a truck load of illegals come over.
It'd be hard for someone to walk the miles to get to a city without getting caught, plus you can have checkpoints along the highways to check odd vehicles that took a detour into the desert.
