Start off with a low level to tax to keep approximate price-parity with pre-legalistion. Everyone who smokes weed now buys it from legal dispensaries, not from pakis. Fewer drug dealers, same level of users (perhaps slightly more, but in Colorado, for example, usage dropped among teens after legalisation). THEN you can increase the tax to drive the number of users down.
