Most of the progress made from the last 150 years or so was made possible through the advent of modern medicine, antibiotics, aseptic practices, and the like. This led to a bubble where people weren't constantly trying not to die or get crippling diseases. This led to expanded opportunities for education, employment, research and development, which caused us to develop technologies that made our lives more convenient. We are still currently inside that bubble - a lot of us aren't preoccupied with merely staying alive, so we are able to do more productive things. As long as a nice chunk of society isn't preoccupied with merely staying alive, we can continue to develop and someday reach the technology level similar to that shown in Star Trek.
However, if we recede into a state where only a few people are afforded that opportunity, basically nothing will get done. Certainly not enough to develop the next big breakthrough technology (think replicators and FTL travel if we're using the Star Trek reference). When that happens, probably nothing will break us back out of that slump - we would be stuck in a constant state of reproducing exactly as quickly as our environment would tolerate. Life would forever only be a game of survival, reproduction, and nothing else.

The plot direction never explored in depth with replicators is that they could easily function as multi purpose tools and weapons.

Programs could be written to make and unmake any bit of matter, human, plant, animal or other material and it could be "summoned" when necessary and then made to vanish when you were done using it.
