There are two historic interpretations for that verse, that either it is about Christian Gentiles, or Gentiles in general. Either way, it proves that works of the law is about the whole of the law, which includes the moral law. Christian Gentiles did not 'by nature' observe things like circumcision, sabbaths and new moons. They had to be taught to do this by the judaizers. Even less so for non-Christian Gentiles, who had never heard of the prescriptions of the Mosaic law. Paul is talking about the entirety of God's law, including things like the 10 Commandments. If you have to obey the 10 Commandments to be saved, then you are seeking to be justified by the keeping of the law.
