I think the fact that the owners are being forced to pay for the renovations is the worst part. At least imminent domain is an establish legal concept, and theoretically, a state can appropriate land (with compensation), especially vacant, economically stagnant urban areas. Okay, I can buy that from a legal standpoint, even if I abhor it.
But FORCING a private citizen to pay money to fix properties that the government refuses to outright appropriate!? They're forcing citizens to pay for refugee housing, and they're not even doing so through the tax code. They're literally confiscating money, and property.
The precedent has been set. When this fails to stem the migrant housing shortage, as infinite numbers continue to flow in, the government will start confiscating OCCUPIED properties, or forcing shared boarding.

No, they can't unfortunately. But it's done quite cunningly though. When expropriating private property, it isn't really done in the upper-class districts (Prenzlauer Berg for Berlin or Blankenese for Hamburg), where the influencers live. They are predominantly doing it in the lower-class districts. Living space is scarce in these big cities, so when unoccupied private properties get expropriated here, the owners are not getting any sympathies from the population.
