If you think anyone is going to willingly hand over information when it can end up in someone else's hands, willingly, you're barking up the wrong tree.

That depends on how much can be gained by sharing it.
If I have the location of the biggest stronghold of ISIS arms and personnel in Syria, but I cannot act on it, and Russia agrees to do so if I share it with them, but I risk losing an asset because Russia will kill him to keep the operation quiet, I would have to weigh the costs vs the benefits.
