No. It would be either a religious or a legal institution between two people who voluntarily enter into it.
Religions would specify specific necessities (i.e. "we won't marry gay people") and would do their own thing
Gay people would find a secular celebrant and get married through them.
It would be legally binding agreements between the two, not a prespecified set of rules or mandates laid out by the government. Maybe the church would lay some restrictions, but it's always your choice to juat not get married through them.

Starving is the natural status of men. Ever since we're born we are gradually starving until we put food in our stomach, and back to gradually starving.
Prison is not the natural status of men, in order to be imprisoned someone has to actively try to limit your rights and tell you that you're not the owner of your body.
There's massive philosophical differences between positive and negative rights.

There is no law allowing me to be paid more than 400€/month afaik, yet somehow I make way more than that. You accept the best society is willing to give you or you build a future for yourself.

Consent. I don't want to be a servant to the government. Anarcho-capitalism allows for that. A lot of fascists, national socialists and communists/regular socialists are weak people, and they need someone to strip them of their income (lest they hurt themselves) and nanny them. In an anarcho-capitalist society we would make allowances for those people. Socialist communes could exist and you could live there following the personality cult of your leader (i.e. Hitler, Stalin, Mao) while you starve.

I draw the line at reasonable costs due to externalities (threat) and leave that in the hand of conflict resolution companies.
In the case of murder, preemptive security is the only method that works, if your intention is not to be murdered.
If I have to double my security because of a threat, you're de facto costing me money. All I would need if I wanted to make people poorer would be to threaten them, under your conditions, threatening would be a profitable business.
