Grazing land is cheaper than ag land. This is the problem ranchers in California are facing. Corporations are buying up grazing land, and planting almonds on it (to sell to the Chinese). This changes the land tax in the area and rises property tax.
If you bought a field full of stones, and removed it the tax changes. If you build a community then the land has to be zoned accordingly. That also means different tax.
