I think my F4 society is dissolving into Anarcho Capitalism. I'm not cheating so it's hard to provide anything other then sleeping bags and trashfires for my people. I found a lot of fertilizer in Grey Garden which i turned into Jet and sold to people, I'm probably the biggest Jet dealer in the commonwealth. The Legion was the best option. Not perfect, but the best option that was available. Forcing tribes to come together, taking away their identity for the greater good and defeat the NCR was always a good idea.
The problem with Graham's approach is that they were too small to fend off any real force. One large battle & they would be fucked.
Yeah the NCR were a broken system, which does reflect kinda accurately with what we have - inefficient bureaucracy.

enclave didn't advance nearly as far as the institute and their teleportation tech was pretty limited (i don't remember if they even had any teleportation tech but if they did it's limited to hubs that you can only teleport between 2 points) >no polymer armor >no robot soldiers >their best power armor is only almost as good as T-51b >no improvements made on plasma tech >very limited amount of soldiers and leadership because they don't recruit outside of the enclave

for the record the "poly-laminate composite" used in power armor is not the same thing as the highly advanced institute polymer armor and most institute power armor is made entirely of ceramic

Let's be honest, NO FUCKING FACTION EVER can win without the Player's Intervention. I personally just like the Enclave's rhetoric, their entire ideology and that their Equipment seems at least 20% better than the rest, they are enigmatic and feared.
The Institute is merely misunderstood though, their intentions are not even half as bad, their equipment is really sub-par but they have lots of it. (quantity over quality)
