It really is quite simple. If a person gets married and has a child, to encourage one of the parents to stay home, the government should pay the one that stays home money. Forcing both parents to work has destroyed the family unit in the west and plummeted the birth rates.
You shouldn't force either one to stay home, but because of the benefits most people should want to do so anyway, and most who will want to stay (but not all) will be woman.
Society should be designed around the averages, but allow for the exceptions to do as they wish as well.
TL:DR: Government should make staying home and raising your kids worthwhile.

I'm suggesting, given the technological advancements from the 1940s, women have much more free time after fulfilling the standards of familial duties. They should be encouraged to further contribute (should they desire) in that spare time.
I'm saying, efficiency was always a priority in NatSoc in order to progress not stagnate. Women are incredibly intelligent, talented and have ingenuity given proper environments (semi segregated from males)

I think it's a misguided agree-and-amplify strategy.
