It's announced that out of all the funding that the government projects would get, only 20% of it would be from ODA's, as in foreign loans. 80% is from domestic loans
Not all of that loan will be from China. Japan has pledged to give $8.7 billion in ODA, and both the Chinese and Japanese interest rates is at 0.1-0.5%
