Why you might ask, is such a practical and fair solution not done?

I live 5 miles down from the road from a "camping" place that is 100yrds from a major train station, consists of a converted soggy field and has to its credit a couple of "lakes" (one acre square muddy ponds) that boast carp and the opportunity to pay £10 a day to fish there. There are holiday cottages and a childrens playground to boot, all bordering a shallow "river" that resembles a stagnant bog when the pictures aren't taken from the right angle.
Pic related is a view of the "resort" including the major highway that will provide your RDA of vehicle pollution and the train station through which noisy high-speeds bomb through beginning at 4am.

I couldn't agree more. I lived in CA for 12 years and although I deplore the culture and the "people" there, the high sierra is something people over here just can't comprehend.
There are plenty of places even in Yosemite Park where you can walk 200 yards off a major trail and sit down somewhere its quite likely not a single homo sapiens has sat before. Die there and its unlikely anyone will find your carcass before the bears, coyotes, racooons and other wildlife reduce it to scattered bones.

Urban sprawl is not the biggest problem. Our method of putting out fires as soon as they start has caused many forests to build up fuels to the point where if a fire did ignite, the fire would be impossible to extinguish and would burn until winter and destroy the whole forest.
