Actually pads and tampons have been the main way of handing a period for centuries. They we're made slightly different due to the eras but prior to tampons and pads, save for a lei of flowers to cover the smell, there was no way to deal with the blood, and women literally walked through the street with blood seeping through their gowns and all down the street. Assuming that would be frowned upon by everyone in today's society, women are required this "luxury".
Personally I don't agree with most of the luxury or necessity taxes.
