It wasn't released via FOIA. It was leaked from Joe Biggs' FBI source. His source redacted it so heavily, so that he had a "whistleblower defense" if he was caught leaking it; since it is clearly marked classified at the bottom.
He literally only left the enough to confirm the cases existence, and to show that the FBI and DC Metro had seen the laptop.
No jury would convict the source for leaking classified information, because of the good faith he showed in redacting it so heavily before releasing it.
