Because people who earn much more than you would pay the same amount as you which is both illogical and inefficient.
Flat tax is the best taxing policy ever created. Everyone pays a certain percentage no matter the income - 10% (for example) so someone who gets 1000 pays 100 and someone who gets 1 000 000 pays 100 000. True equality.
I think if we in Bulgaria set the flat tax to zero and increase the vat by 8%-10% this would actually increase revenues
That's been tried, quite often and usually very briefly. The simple reason why it fails is that there will be a situation, repeatedly, where the tax demand is higher than what some individuals earned. And if you try to extort more than what people have, their willingness to pay becomes inconsequential. They simply can't. So, fighting erupts.

Basically a percentage means you get more from the rich than you do from the poor while being able to play the "fairness" game.
If you had a fixed poll tax then it would be too high for the the poor (who are numerous and bolshy) and too low for the middle class and rich (who have the fucking money you actually need).
